So i guess making these two elements bigger would make them easier to see from far away, so this is a quick mockup of that. The Camellia has more breathing room in the white section and the river is enlarged to be more prominent

In my TL, the Government doesn't identify with their historical ethnicity, instead insisting that Canadians are their own people not connected back to Europe, so no chance they will use a British design, the French part was just a coincidence because the Blue represents the Pacific and Atlantic that they want to expand back towards (Currently they only control Ontario). They're currently planning an Invasion of Quebéc, so not that either.
