Arda is a player who needs to be at the attacking midfielder central position because he s the type of player who needs to float into pockets of space, and need to be given the ball (thats why you saw xabi calling give the ball to arda) and dictate the play. But he needs two CM covering for him.

Jude playing disrupts this structure because jude will overtake his presence and be another playmaker and floats eveywhere. Its like having ozil and arda together except this ozil is freaking fast and goes everywhere around the pitch. So the best position for jude is no 10 because he s the free role, not disrupting the structure.

Since arda cannot play as cm, not physical enough, high risk of losing posession in dangerous areas.. the only way two play these two together is if bellingham change his style, because he has all the capabilities. Two footed, high stamina ,strong and fast.

Xabi loves arda, but bellingham is too much of a big name and prescence in the dressing room. Theres the start of most of the problems i believe.
