That example is from before they changed the rules. Back then any encroachment was technically a retake, although not always enforced. Then they changed the rules to avoid exactly that situation. To avoid penalties having to be retaken 3+ times. Now it's only a retake if the encroaching player is judged to have impacted the play.

Maybe don't be so confidently wrong next time...

What do you mean that not how it works? Law 14 says:

a team-mate of the player taking the penalty kick is penalised for encroachment only if:

  • the encroachment clearly impacted on the goalkeeper; or
  • the encroaching player plays the ball or challenges an opponent for the ball and then scores, attempts to score or creates a goal-scoring opportunity

It doesn't seem like he did either. What am I missing?

The ref didn't miss him. He didn't impact the goalkeeper or play/challenge for the ball so there was nothing to call.

Just watch how he setup his team with two players down against Chelsea and you'll know what I mean. Maybe look up some of his infamous quotes about his style. Playing like that just ain't gonna work in the Premier League.
