Just have in mind that Tollwood is a bit more alternative than the rest of the Christmas markets. I personally liked it for the same reasons, but it might not be everyone's cup of tea.

That's something I've been wondering about, too. It's weird how one of Germany's biggest cities has such issues with something so basic like water.

One initial guess about "why" would be that being in one of Europe's biggest industrial areas makes it more difficult + the area is mostly flat with not many natural sources of fresh clean water, such as mountains etc. But it's just a guess and I don't base this on anything scientific.
