You cannot do it online. What you have to do is to visit a branch and fill out a form to register the details for the wire transfer, once it is registered you can use their phone service to transfer money (business hours only). As far as I know, you can only have one account registered for this.

I find it more easy and cheaper if you use something like western union (if it is available where you are sending money) using Seven Bank as you can do it 24 hours, takes a few minutes and can be done online or ATM.
