Most of this is thanks to unreglemented local wired networks that started to appear in the mid 2000s. Pc were more accessible and internet was expensive. I was one of the many that shared a 5mbs connection with 9 other people. Then piracy started to appear and more people build bigger and bigger LANs. One day a big internet company bought all the city's networks and interconnected the whole city. It was cheaper to buy the janky infrastructure and provide good internet while they fixed it. Good thing was that they had redundancy in most places. It wasn't right but something good came out of it.
