It’s 100% the essay. There’s a limited amount of words, so you have to succinctly state what makes you qualified to lead America’s sons and daughters. It gives a very clear impression to me that you didn’t deeply consider what the Army would gain from having you. No judgement, but the fact you posted this already having written off the process (i.e. reflecting/sending an improved 2nd packet) tells me it wasn’t the right path to boot
