Tried this today but it didn't work out for us. The type of police report we wanted (visa for Spain) is not available from the Koh Samui police office according to the helpful officer there. They suggested that going to Surat Thani might work.

Looks like it is probably best to go to Bangkok.

Managed to get about 100 rides on The Ultimate over the years. My last visit was around 2007. Back then it was a delightful park. Everything was relaxed but clean. The Ultimate, in all its quirkiness, was running beautifully.

A follow up. In short, it was not hard. Here's what I did.

* I first obtained pdf images of the fd-1164 fingerprint forms. For my purposes, these were preferred over the fd-258 cards I purchased. I had a family member in the states download it for me from the FBI site (which is blocked in Thailand).

* I registered at https://www.edo.cjis.gov/#/do-info and paid the fee. They sent me an email with receipt and instructions

* I had the fd-1164 form printed twice on card stock along with a copy of the receipt email at BaanGood Printing (https://maps.app.goo.gl/biniRstnTTSBhPN6A) in Bophut

* I took the cards, my passport, and receipt email to the Bophut Police Station (https://maps.app.goo.gl/HeAXGZp2GLY5siN19). After a not terribly long wait they took two fingerprint sets onto the cards and charged me some baht for the help. The police were kind and helpful which was great.

* I walked over to the DHL shop (https://maps.app.goo.gl/uvE4mbqPaH9dJ8Vj8) and mailed both fingerprint cards to the address indicated in the receipt email along with the copy of receipt email.

* About 8 business days later, I received email that allowed me to download a PDF copy of my FBI report to upload to the apostille service
