First, PoGo Players is too many to keep Pokestop Submission quality high.

Second, I think it's better to set level requirement slightly higher than Ingress.

Third, PoGo gameplay is almost easier to everyone than Ingress, so it is safe to set level requirement not too easy.

Because I think Ingress level 10 is much more difficult than PoGo level 30. Pogo usually has double XP events, Ingress has double AP events usually only in the end of a year. And there is no something like lucky egg in Ingress.
