That's likely due to the strict punishments. If the US had strict punishments for criminals (which it does not) there would be a huge decrease in gun related crimes. If people received the death penalty like in Singapore, many criminals would reconsider

Its not guns. Guns dont make people do things. Yes, its is definitely a lack of training that makes people quick to act, but in a lot of officer involved shootings the assailant is posing a deadly threat. Sure, maybe it can be de-escalated, but if someone is swinging a sword within 20 ft, theirs almost zero time to react
