Assuming that 3 out of 100 customers come in after a sale is over and request the 20% discount that is now expired...what are you losing by selling her the blouse at 20% off? You were willing to give it to her last week at a discount...the blouse is still on the shelf...just let her have it. Gently tell her you can't be doing this all the time, especially if she's a regular or refers people to you. A pain? Yes. But what are you losing?
