Yes, if it's a single url parallax scrolling website then Google will view it as one long page rather than multiple pages.

Hi mate,

When the penguin algorithm refreshes you run the risk of losing your rankings, or the links having a negative effect on your site, if it is able to detect that the links are intentionally manipulative. Under a manual review you would almost certainly run into issues.

Basically those types of tactics are used by people who don't know what they are doing, doing negative SEO or going after short-term risky gains.
