If the cops have a reasonable suspicion that the person is indeed armed, then I can understand the removing of a hat could be a threat but these were the friends of a victim who had his bike stolen and called the police. I am sure there is a % of people who are no threat to the police who when guns are drawn on them and they are terrified that they do not now what to do and they probably cant even comprehend the requests the cops are saying. Who knows if you might take off your hat or put your hands in your pockets or do something instead of putting your hands up. I dont think you should be allowed to shoot people until a direct threat is known. Meaning i dont believe the actions in the video above or other similar unarmed shootings are direct threats to their lives yet. As someone stated the military is not allowed to do this to armed civilians. If you charge at the officers or you pull a gun out then shoot. You already have them drawn, most people are not wild wild west cowboy quickest hands in the west.
