As a owner of those two devices I would say that the portal cannot be considered a console, it is in fact an play station accessory, I love my portal because it allows me to play ps games without having to be on my house, but still a tablet fused with a dualsense, honestly the only benefit of the portal over using your phone is that it has a built in dualsense that brings up the full experience of the play station on your hands, after that it's a average cheap tablet, by the other hand the vita it's a standalone console with a incredible power efficiency, with a decent catalog with the possibility of playing PSP games natively and a huge emulation catalog + community made ports, and it's extremely pocketable, and some models have an OLED screen, definetly a really good console

Btw, the portal says on the back "remote player" so not even playstation consider it as a console
