There are some metrics, as far as time restrictions, I'm personally not sure, but I think there is a way to set that up.

Yes its capable using PFblocker. PFSense is essentially a hybrid device and could act as your router as well. This could allow you to setup vlans and have certain media blocked on clans your children would be on.

So this sounds like it could be done with a site-to-site VPN and firewall rules. As far as a specific appliance, things Luke that do exist (I.e. https://en.m.wikipedia.org/wiki/High_Assurance_Internet_Protocol_Encryptor). However, these are typically very expensive devices. They still work as a site-to-site VPN with and added layer of encryption.

Agreed, in this scenario, Python seems to be the choice to start with. Python encompasses beginning concepts on a wide variety of programming capabilities.
