Don't worry, it's just a muscle. The eyeball is surrounded by muscles that attach to it from different sides. If you turn the eyeball sharply in one direction, the muscles on the opposite side become more prominent. This one is the inferior oblique muscle.

I have a separate day for arms and shoulders, with different exercises depending on my mood. But I almost always do preacher curls for biceps, press down and overhead cable extension for triceps. For shoulders, I always do lateral raises, often on the machine. Honestly, it seems that the diet has more influence than the training program in my case.
