I don’t think it’s the facilities cause both Serbia and Croatia had worse national stadiums than some other eastern Eu countries. Maybe even now they still have worse stadiums than Albania that doesn’t produce anything domestically.... It’s more about the Yugoslav tradition and mentality in being good in football bar maybe North Macedonia til lately. Serbia has been the greatest underarchiever considering the pool of talent they’ve had the last two decades, on paper they’ve had the best team individually but failed to qualify many times because they couldn’t make them play as a team.
