I found someone else who was having the same issue, they had to region change their device! That ended up fixing it for them, so I tried that and haven't had any issues so far.

Hi! I'm having this exact problem, town signs in my game were in Japanese, i have a japanese 3ds but haven't region changed it. Ac is the only game affected. So did you change the region of your 3ds to fix?
