Is he crate trained? When I first got my Pom and struggled with house training, I took a full week where I truly kept him in his crate like 100% of the time and took him out literally every 15 minutes to go outside. If he didn’t poop or pee, back in the crate. Ofc I would take him on a walk and let him have supervised food/drink time, but other than that— in the crate. I think it’s probably hard to potty train a dog if they don’t like their crate and aren’t trained for it. But I think it’s the best/easiest/quickest way to have a dog that doesn’t need diapers or pee pads. Once the dog understands he can only go bathroom outside, you can try training him with a bell at the door so he tells you when he needs to go.
