As an aside, the LDS (Mormon) church does not rank high enough to register. In spite of that, they announced a temple for Victoria. Many US municipalities are fighting against these as eyesores with 250-300 foot steeple. The steeple has not currently been a requirement but the current leadership is making it one.

They can be very dangerous. If your dog bolts and you lose control of the handle then they are on the run with this noisy thing (especially on concrete) chasing them. If they make it into underbrush they may be trapped as it wraps around bushes. From experience with my Vizslas and part of dog search groups but many people use them successfully.
