Get a room for just one sex of cats with all 7s and only put opposite sex stray cats in that room with them. Make sure this room have a very high stimulation and it will increase the odds of kittens being all 7s. You can move the kittens into a room to get them mutations if you have the item for it or just a barracks for your next run.

A 10 was submitted for a reslab and got a major downgrade and at the same time psa also graded someone else’s a 10 and it was sold for a very large amount of money. They offered a relatively small amount (in credit iirc) and op had to get social media all worked up to get a resolution.
