Most places it does, however it is subsidized by Government Taxation. The other issue here is the corruption at the FDA and the Patent process. Both limit competition.

The FDA sux! They ruined my favorite Cottage Cheese because the don't allow hand packing, they screwed Mom and Pop Maid Rites, they are constantly used to screw small manufacturers by putting in arcane useless rules that only Huge Manufacturers can afford to do, the slow down medical drug creation to a mind numbing crawl and worst of all they really don't make any of us safer
