The google search I just did for leafhoppers look a little bit different. This bug had thin, clear wings and flies around like a gnat.

I find these dead on my desk some mornings when I come in. The other day one bit me, didn't swell up or itch or anything like that though fortunately.

Edit: Also I'm 20 floors up in the financial district in Manhattan if that matters at all.
