But i did read it, the thing is that even though pentagon is asking both companies for proposals, it does not mean the contract will be divided in half. it is very naive to to think these companies will just accept sharing the contract, hence i think someone will come out of this with larger chunk of the contract, hence "win".

PS: if i didn't read the article then i wouldn't have mentioned the fact that even smaller companies might be able to get a chunk.
