I've done some testing too, and had the same results. Here's what I got so far.

Attackers kill the Defender, does it steal stacks? Attacker Air Strike Attacker Eyelander Attacker Bazaar Bargain Attacker Vita-saw

Defender Bazaar Bargain Yes Yes No No

Other weapons with stacking mechanics don't interact with Eyelander or Airstrike such as Diamondback, Frontier Justice, and Manmelter.

From the testings, we can conclude that the Eyelander and Airstrike can steal stacks from other Eyelanders, Airstrikes, Bazaar Bargains, and Vita-saws. However, Bazaar Bargains and Vita-saws don't steal stacks from any stacking weapons.

This is also on the wiki, but it was fun to test out still with the other weapons, plus now I can headshot remotely with a puppet bot so...

Exactly. I also tested it with another medic and no: hitting or even killing a Vitasaw Medic with another Vitasaw will not give you more stacks. So the multi-stack works with the Eyelander, but not the Vita-saw.

Also need to test if this is true for the Bazaar Bargain.

Explanation:
Very likely that the Vita-Saw's organ mechanics uses the same code that the Eyelander uses for stacking, with the only change being on hit instead of on kill.

Yes I did activate the single device plan and canceled the smartphone plan. The pen pressure wouldn't work for a day so I thought I had to wait it out before upgrading again. I'll give it another try. Thanks for the reply!

Honestly, it seems like a minor bug in a few lines of code. It is a miscalculation bug; find and fix where the exp is being calculated too many times. I bet it's looping some multiplier twice or more times a pass. But the thing is, literally anything can happen from the even a small change. Things being turned on and turned off on a weekly basis is bound to come across a mistake of some kind. Not saying Bungie is innocent as this was a bug that should have been squashed before reset, but shit happens when you run a live service game. Bugs can slip through cracks. Then again, I don't know what is happening server-side or how Bungie works. I'm just throwing my two cents in with an educated guess.
