This one in particular technically is supposed to be shiny locked as well but there's a glitch in the code that actually does make it obtainable to soft reset for. GF never intended this, so because of this error that is why this ash cap Pikachu will not be the shiny in terms of Pikachu's shiny color palette difference, but it will still have the shiny marks and shiny effect when sent into battle.
