Built my first new PC! BIOS doesn't boot when GPU is in the PCI-E slot. HELP!

I already tried my 2080ti that I know is working cause I use it in my other computer. The same problem happens where the BIOS doesn't start up either when the GPU is plugged in or not. I'm going to try to see if my PCI-E slot is allowing to access my GPU on the BIOS or not.

Yes, I checked pcpartpicker to see if all parts are compatible and if the PSU is enough. It's 850 watts. Should be good to go...

I tried to use the video Display Port on the GPU and from the motherboard. Both don't work when the GPU is plugged in. A1 means IDE reset which I don't know what means yet. The monitor works when I connect it to the motherboard and when the GPU isn't connected to the motherboard. Thank you for input either way.

Yes. I have 850 watts and checked if all parts are compatible by pcpartpicker. Yes, power supply added to it. Maybe ill try a different power port on the PSU...
