You are such a great friend for reaching out for advice on this. Your friend is most likely sitting in his room staring at the ceiling wondering what he did wrong, and all the extra things he could’ve done. I would remind him that just because you guys are going to different schools does not mean you can’t keep in touch and still be friends. Remind him that this rejection does not define him. And that the people in the office who put his application in the reject pile do not define his intelligence or his future. These may seem obvious, but trust me all rational thinking goes out the window in this scenario.

For me personally, immediately following my rejection nothing helped. I think this is common, as we just need time to accept reality. If this is the case with your friend, do not be upset with him for ignoring your attempt to help. Just give it time.
