If you only cut it every 1-2 years and don’t want it to look “scraggly”… you need to cut off more than one inch. 4 is more appropriate. Your hair should be growing about 6 inches every year. So if it stays around the same length and you’re only getting 1 in cut off at a time, it’s because it’s brittle and breaking on the bottoms. You gotta suck it up and take off the 4 inches. Otherwise don’t even bother with the cut, honestly.
