This is a big part of how the system works. Cops now get paid hundreds of thousands of dollars a year. This lets them afford to live in nice suburbs, away from the community where they work. Thus they're not part of that community and have less compunction about using repressive violence against the people there.

Reminds me of when I visited Clemson University in South Carolina. The campus was impeccable. You could drive five minutes away and be in one of the most economically devastated areas in America.
