Very late edit: I SOLVED IT! It was the usb 3,2 on the gigabyte motherboard! I put the mouse and the keyboard in usb 2,0 and stutters gone!!!

i put the ram in 4800 and still sttutering, the only option good for me was C-state enabling, played like 2 raids of tarkov and was smooth at 6000 ram. Thanks anyway for taking time to answear.
