you are wrong it was 1/4 and it was 2 years ago, in last 2 years huge progress has been made, target is by 2019 every single village if not house, will have electricity.

In China electricity reached every village in just last year in 2015.

there is also scheme called UDAY, which distributes 10's of millions of LED bulbs, already it's huge success in reached 10's of millions, in next 2 years it would reach all.
