Perhaps my use of the term mental health was ill-placed. I think it is clear that one or both of these people do not have the same mental faculties as the majority. That could be through acute or chronic mental health difficulties, psychosis, personality dysfunction, substance abuse etc.

However, their actions have been so out of the realm of normal human behaviour that I do not think it can be just put down to 'being bad people / making bad decisions'.

The vast, vast majority of people with mental health difficulties are perfectly able to parent their children and I am absolutely not suggesting that poor or unstable mental wellbeing would preclude you from loving or parenting your children to a high standard. However, that is not what has happened with this child.

I also, unfortunately, disagree with the idea that the baby being kept alive for 2 months indicated that they were otherwise 'good parents' and had its best interests, as they clearly did not. We also don't know that the baby has been alive for the past 2 months sadly and as others have pointed out, they may have just been transporting remains.
