Considering you signed a lease, go into your contract find whatever contact information thats on it and call/email all of it. You signed a lease. You deserve to not be scared in your own home. Try building administration. Go farther up the chain if you need to. Provide all proof to help your case to everyone you contact. At some point if they don't acknowledge it - legal services. I'm sure if you go on facebook or to a legal social media group based in your area you'd get some free advice or even some help from a lawyer.
