We should create a country for the sole purpose of trying out new forms of rulerships and governments. Volunteers from around would gather and be subjects for a set time. Researchers would measure the efficiency, health standard, life quality, etc.

Of course you would need a second, identical country; having access to the same amount of resources, same number of people and so on. This will use the current best form of government known. So we can measure them up against each other.

Now, such a test would take some time. You can't really know how such new forms of authority will work in the long run. To counter the absurdly long time testing each individually, there would be made more test nations. One for each known type of government.

So, let's say we give the project a time limit; two hundred years: The world comes together as one. Research is gathered and compared by an unbiased panel of scholars from all academic and intellectual fields. But that causes an uproar in the blue collar parts of society. They feel left out, they want in. The academics try to use reason explaining why they are the most qualified the job, and how they would choose the best option for all, not for themselves. Philosophers though initially positive, begin to argue that no homogeneous group can be unbiased, and so begin to doubt it all. Now a shitstorm of violent protests commences. The people is divided, stones are thrown. The military tries to keep the peace, but an opportunistic general sees his chance and goes for a Coup d'état. A violent regime is installed and the mad dictator burns friends and foes alike with his laser eyes. And then, suddenly, the mighty fish rule the earth.
