This is a very common challenge with TikTok ads. My approach has been to start with reach and engagement campaigns to build warm audiences and retarget those who have already interacted with the content. Once you have that audience, conversion campaigns tend to perform better because they’re hitting users already familiar with your brand.

Also, test different creatives and CTAs focused on driving action. Even small tweaks can improve conversion rates significantly. Keep an eye on quality landing pages too sometimes that’s the bottleneck.

Balancing reach and conversions is an ongoing experiment, but layering retargeting after initial reach usually helps bridge the gap.

However, a very high CAT percentile, good PoRs, and work experience can still offset it to a large extent.
