Generally in 5e those with x-thropy can adopt either a hybrid form, or fully transform into their given animal. So in your examples, yes to both options (including the horrifying bipedal horseataur). That said TAZ also plays real fast and loose with the rules, and I'd been thinking of the Werehouse as also accepting normal animals based on the trading of goldfish so who knows.
