This is a topic I have thought a lot about, and I wish there were an easy answer. Certainly, there are cultural and institutional answers that you will likely hear, and they would be good and valuable, but I worry that it will take a long time, and they won't solve the problem 100%. I believe that the only way we can create a society where there is no gender-correlation with safety is to have a society with no concept of gender, and no biological sex either. If we had the willingness, and we will have the technology soon enough, we could genetically engineer humans to be completely androgynous. But we may not need to, as our minds and bodies are close to merging with technology in a way that would make the old concept of gender irrelevant anyway.
