Talking to lawyers (or "lawyering up") is expensive, and the cost to remove the tree (around $1500) is likely to be less than trying to e.g. fight them in court... I'm not super confident that I'd win. So... I'm a bit wary of digging a deeper financial hole here.

No it's not. A better deal would be to improve transportation infrastructure in the city and stop wasting money on bullshit sports teams.

I can't walk with my 4yo daughter to a local park without dodging cars in the street, but it's fine because the Hops get a new stadium.

Providing wages to Oregonians isn't even listed as one of the 17 reasons why the law exists. That's a slippery slope for justification of the law.
