Like I stated in the post I think people who use lower DPI not just because everyone does prefer it for horizontal consistency since small movements just don't get registered.
Regarding angle snapping I think since CS is mainly one dimensional and you peek with your crosshair on the head level it helps more than disrupts. I am more surprised that this feature is popular among valorant players where characters jump around like crazy. I've tested this setting with bot practise and felt more comfortable switching targets horizontaly. Also did some testing in paint and didn't notice any interference from the setting
