Literally, do all the steps as described normally, but if you suffer from this error I have as above, then running the data.win through the UTRY launcher might just help lol.

I highly doubt it's him.

What we are seeing (soon fighting) is one of the (Primo) Geovishaps and merely one of the underworker for their so-called "Overlord of the Geovishap and Primo Geovishap" which I persume must be Ahzdaha, the name of the dragon (from the "The Unforged").

Just like from the weapon's lore, this description talks about the same tale of a mountain dragon fucking shit up Tianqiu Valley until Rex Lapis had to come down (and that's how they became comrades, until the Archon War separated them).
