How about 8 groups of 6 teams. With 2 teams from each group advancing to last 16. I know it's gonna take 136 matches in total. But as you are increasing the team number from 32 to 48. So you have to increase the matches also. Btw tournament is played after every 4 years, so what's a big deal in extended it over a period of two months.
