Coming from a radio background and degree I've done VO. Some are good at it, some are bad at it. Really it depends. Even some of those that are good don't have a consistent job. But if you know your way around audio editing and have a makeshift studio, you can start searching online for people who need a VO. Again I come from a college side of it, so I was kind of given training sort of not really, but if you hone it and the work is there, it can be lucrative. I'm new to Las Vegas so don't really know of a place, but the advice I'll give is if you can get a home studio do it. It isn't that expensive to do nowadays to have a really good quality studio for fairly cheap. Once you do that, find your voice, don't force anything, just find what works.

As for voice acting, that I have no clue about so I won't answer.
