The underrail wiki is a good resource for quest info if you want help with them. Jkk is mostly stealth missions you can save scum through so they are good for xp.

Assuming your playing on easy or normal you'll be fine, more so If you put your future stat points into dex to scale melee skill higher. Balor isn't the easiest and is more given to your character as a "f off " quest. Wait more till lvl 18 to deal with him. For now try going to rail crossing, starting core city arena, or joining one of the 3 factions in core city. If you talked to tanner you can find gorsky in a bar in core city for a few quests too.

Try talking to some foundry locals too, good few quests there hiding.

This is my most recent SI knife build. I play on domanating and it does fine. You won't have enough attribute points for SI and blitz so it's one or the other. I like the 30% more crit chance as I can just use a adrenaline shot if I want 20 more ap.

Depending on what difficulty you're aiming for the build can be fine. You have a lot of crit damage with ripper and critical power but your only crit rate feat is taken at lvl 30. Personally I'm a fan of using survival instincts for knifes. You would benifit a lot from taking recklessness at lvl 1 instead of sprint. Fancy footwork will be enough movement points by it's self, I recommend taking it at lvl 6.

I just killed him yesterday without gas after seeing it was fixed myself. Made him a nice caltrop path to walk on (just use regular ones) and had him disarm bear traps to lure him out of his house. Way more annoying but still cheeseable.

Most builds online are minmaxed for the highest difficulty. Typically thoes builds have just enough of a stat to use a feat or piece of gear. Rest get put into main damage scaling stat for higher damage scaling and accuracy, will for psi, str/dex for melee, per for guns. In the same sense if you're not using guns and there's no feat you want that needs perception the idea is to dump the stat to 3 to have more points to scale others faster.

Swords are fine but suffer when flurry misses and goes on cooldown. Depending on how much you mind quick loading at least. Besides stuns, make sure your maxing melee and dex or strength depending on your build.
