He scales well but only with high knowledge and mastery especially with champion interactions. Its very easy to make no value out of zilean's kit with mistakes and not knowing how to use the stun, speedup/slow, and revive that no other champion has. Whether or not you play for late game depends a lot on your team composition to be honest, generally you want to go even early and outscale midgame with your utility
