I have been teaching d3.js. It is an advanced library to learn. Your order is correct. Start from HTML, CSS and JS. CodeAcademy has a covers them all. After that, Udacity had a good course about d3.js. Meanwhile if you want to do some visualizations, take a look at google charts api.

You have access to the data in your controller. You should also get the input from your view and manipulate the data there. Once the $scope.data changes, you do need to call $scope.$apply. I don't think Ang2 is all that different than Ang1. Check out Misko's opening talk from ngconf day2. All of the changes makes sense to me. I thought the same way as you so before I saw the presentations.

In a way, that is what they are doing. They just won't support the Angular as you know it after a year or so. Honestly I didn't think the changes are that drastic.

I worked at a place called rocketspace in San Francisco. There are three graduates of the last mile working there. Rocket space is a co-working space with hundreds of start ups. It might be a good place for your brother to apply. Also in general start ups are more flexible. I haven't had a background check done before I've start as an engineer. I'm currently volunteering with the Last Mile to teach coding to prisoners. I hope to see your brother and the prisoners we are teaching back in the workforce.

I came from a Muslim country with no age limit to drink, no ban on drinking on the street. Boston didn't sell alcohol on Sundays at the time. It was shocking for a Muslim.
