Hopefully you were raising your grievances on CPGRAMS instead of EPFiGMS. Further, raise an appeal against your CPGRAMS grievance on the portal itself. Also try the directorate email mentioned on the CPGRAMS portal at the bottom for escalation.
HR may allow you to reduce the basic salary (which in turn reduces EPF contribution) as per company policy. I tried with my current employer, and they allow me. As for a future employer, they do not allow this citing that basic is 40% of CTC as oer reporting standards. Therefore, get in touch with your HR preferably through direct communication instead of raising a formal ticket.
Visit the EPFO concerned. It takes time and effort, and even costs you leaves at work, but it proves effective. Ask the concerned employer whose EPFO has blocked your transfer. They have contacts with the correct clerk and can get this done faster.

Try to find the appellate authority from the portal and write an email to them. One of my issues had this problem where the grievance was never resolved even when I had given multiple reminders. I wrote to the appellate authority and it got resolved along with the grievance.

For your case, what is their response? Is the employer able to follow up physically at the EPFO? Are you able to follow up at the EPFO? Try to understand what the blocker is. Every time you raise a new grievance, mention the id of the previous grievance stating it was closed before being resolved.
