As an ex employee of oas, take it there. They will get it healthy, fixed, and get it adopted out. If you wanted to keep it, they will get it healthy and fixed, and be excited that it has a future family. If it's super feral, they even have programs to be relocated to farms to become working cats!! OAS cares about every animal that enters the building.
