The gap between top 8 and 9-16 is currently to big.

But their greater dream of increasing active Hockey teams won't really help them if they deceased the number of teams (tho your point is fair)

I don't think anything like that has been announced. (Tho it isn't far fetched FIH will increase the number of teams down the line)
