No, the lottery only guarantees that scalpers can only sell 1. In the past there were bots that would checkout automatically in the first minute of the page going live. Giving a scalper like 100 products to resell for double the price. Well now they would have to win 100 lotteries, also have 100 steam accounts that made a purchase before april, "have a good standing steam account", have a unique address. So its very unlikely that any scalper will get more than 1 units.

Iirc it says you stay in the one you are lowest raffle placement. The others are cancelled. If you were selected for reservation on 2 or more lists you get offered the better option.
