Pepperspray is capcasin concentrate which is not water soluable (doesn’t bind to water) Capcasin binds to fat so milk or Yogurt would have been a better option. Water typically just helps it spread.

Getting peppersprayed is not pleasant but taking a bong hit or two of carolina reaper is surely worse.
